Harry A. Capers, Jr., P.E.

Mr. Capers served at the forefront of the bridge practice at Arora and is a Nationally Recognized Published Expert on Bridge Management and Security. Mr. Capers was the first state bridge engineer to publish security design guidance in his state bridge design manual. His responsibilities include Quality Assurance for bridge projects, mentoring and training in the Structures Department and liaison with TRB, FHWA, AASHTO and other state and federal agencies.  He provides technical guidance and advice on all bridge projects under design in all of Arora and Associates offices.  He is the firm’s project manager for several research projects including AASHTO’s “U.S. Domestic Scan Program.”
