Priscilla Tobias, PE, RSP2 leads the Illinois operations for Arora and Associates, P.C. and brings over 28 years of diverse transportation experience and technical expertise. She is a graduate of Virginia Tech, a licensed professional engineer in Illinois, Missouri and Pennsylvania and is a certified Road Safety Professional Level 2, Behavior and Infrastructure.

Her career has led change through building collaboration and consensus among diverse groups and teams, managing and directing resources, and developing and implementing innovative practices and cutting-edge technologies while focusing on high-quality results. Her strength is understanding the challenges and lessons-learned from implementing new initiatives and how best to translate complex ideas and technical information into practical solutions.

Prior to joining Arora and Associates, P.C. in 2018, Priscilla worked for the Illinois Department of Transportation (IDOT) for over 26 years. During her tenure, she held various positions including IDOT’s Assistant Chief Engineer/Director of Program Development, Governor’s Highway Safety Representative, and State Safety Engineer. Priscilla coordinated with IDOT offices and state, local and federal agencies to manage the development of the State of Illinois’ annual $2.6 Billion federal and state funded highway program. She has developed, implemented, and managed a wide variety of nationally recognized programs, policies, and initiatives in the area of safety.

She is an active member of the ITE, TRB and other national organizations. She has been leading efforts to develop the AASHTO Highway Safety Manual 2nd Edition, and most recently, served as a subject matter expert to assist in developing the National Road Safety Professional Certification Program Level 1 and Level 2-Behavior and Infrastructure.
